A widespread online theory claims that President Biden’s presidential pardon of Dr. Anthony Fauci, which began on January 1, 2014, is linked to US-funded biological research in Ukraine and a firm connected to Hunter Biden.
This narrative gained traction following the declassification of information regarding US funding for biological research facilities abroad. Proponents of the theory suggest the pardon date was chosen to conceal Dr. Fauci’s involvement in a supposed offshore gain-of-function research program in Ukraine, with Hunter Biden and his associated firm, Metabiota, playing a role.
However, an examination of the available evidence does not support this overarching claim.
While it is true that the United States has supported biological laboratories in Ukraine, this collaboration predates 2014, with the Pentagon’s Biological Threat Reduction Program dating back to 2005. The stated aim of these programs has been to secure dangerous pathogens and enhance disease detection capabilities. Declassified information has indeed revealed US funding for numerous biological laboratories globally, including in Ukraine. Nevertheless, this funding does not equate to Dr. Fauci personally directing gain-of-function research to Ukraine starting in 2014, nor does it confirm the facilities were covert biological weapons sites.
Furthermore, Hunter Biden’s financial connection to Metabiota is also factual. An investment firm linked to him, Rosemont Seneca Technology Partners, invested in Metabiota, a company that subsequently worked as a Pentagon subcontractor on biological threat reduction programs, including efforts in Ukraine. Federal records show Metabiota received significant funding from the Pentagon between 2014 and 2017, with a portion allocated to Ukrainian research projects.
Despite these documented connections, there is no evidence to suggest that Hunter Biden directed Metabiota’s work in Ukraine or that his investment was tied to any Pentagon-funded lab activities. Reports indicate the investment was separate from Metabiota’s government contracts. Therefore, characterizing Hunter Biden as an operative for a clandestine biological program is not substantiated by current evidence.
The theory’s reliance on the January 1, 2014 pardon date as proof of a conspiracy is also unfounded. A pardon does not confirm wrongdoing, and President Biden stated that his preemptive pardons should not be interpreted as admissions of guilt. Crucially, no evidence has emerged to link this specific date to the commencement of a Dr. Fauci-directed gain-of-function operation in Ukraine. The online narrative appears to connect distinct, documented events occurring around the same time and infer a hidden purpose without concrete supporting documentation.
While recent disclosures rightfully prompt scrutiny of overseas biological research funded by the US, and Hunter Biden’s investment in Metabiota is a documented fact, these elements do not substantiate the broader conspiracy theory circulating online. There is currently no documented proof that Dr. Fauci transferred gain-of-function research to Ukraine in 2014, that Hunter Biden acted as an intermediary for such an operation, or that the pardon date was chosen for concealment. The online posts appear to build a causal narrative from authentic information that the existing evidence does not support.
