Amid ongoing debates driven by President Donald Trump and his allies regarding voter identification laws, critics have frequently accused Democrats of supporting mandatory ID requirements for daily activities while opposing them for elections.
Recently, Republican U.S. Rep. Randy Fine of Florida claimed that New York City Mayor Zohran Mamdani plans to enforce an identification mandate for customers shopping at city-backed grocery stores.
“He’s requiring ID to prevent non-residents (and non-citizens of NYC) from walking in and snatching up the discounted food,” Fine stated in an August 16 fundraising email, which also urged support for the SAVE America Act—legislation that proposes stricter federal voting ID requirements.
Fine’s messaging argued that Democrats readily accept ID mandates for discounted goods while resisting them for election security. However, his assertions regarding New York City’s grocery initiative arrived long after municipal leaders and the mayor himself clarified that identification would not be mandatory.
Origins of the “Library Card” Misconception
In late July, city officials announced plans to open five municipal grocery stores designed to offer staples like fresh produce, milk, and meat at prices roughly 30% lower than traditional supermarkets. Aimed at easing financial burdens for residents, the initiative will allow anyone to shop at the discounted rates regardless of income.
While official city announcements made no mention of identification requirements, a comment during a July 27 press conference sparked widespread speculation. When questioned about preventing individuals from bulk-buying discounted items for resale, Mayor Mamdani deferred to Jeanny Pak, interim president and CEO of the New York City Economic Development Corporation.
Pak mentioned that organizers were exploring the possibility of a “library card-esque thing” to monitor sales.
Conservative lawmakers, including House Republicans, U.S. Rep. Nancy Mace, and several online commentators, quickly seized on the phrase to argue that the city would mandate IDs for shoppers.
Mayor Mamdani and his administration promptly pushed back against these claims. In subsequent interviews and social media statements, city representatives clarified that no ID would be necessary to enter or purchase items from the stores. Instead, officials noted they are considering a voluntary loyalty or savings card—similar to those used by standard commercial supermarkets—to track sales volume and prevent resale abuse, a policy explicitly outlined in the city’s official requests for proposals.
