Recent online discussions have reignited claims concerning former Director of National Intelligence James Clapper’s past remarks, suggesting they point to former President Barack Obama’s involvement in the Russia investigation.
A social media post circulating widely alleges that Clapper admitted Obama directed what the post labels the “Russia hoax” to frame President Donald Trump. This graphic presents the claim as breaking news, asserting Clapper confessed to Obama orchestrating the probe into Trump.
However, this assertion is inaccurate. While the quotations attributed to Clapper are real, they originate from separate CNN interviews conducted in 2018 and 2019. These statements have been selectively edited and juxtaposed to create a misleading impression of a confession. Furthermore, the post incorrectly merges the Intelligence Community Assessment, ordered by Obama, with Special Counsel Robert Mueller’s investigation, which commenced months later.
The viral post’s central claim is that Clapper admitted Obama initiated the “Russia hoax” to frame Trump, citing Clapper’s acknowledgment of being “tasked by President Obama” and implying Obama’s responsibility for launching the investigation.
This claim is false because it conflates two distinct events. The first quote, where Clapper stated he had been “tasked by President Obama,” comes from a March 2019 CNN interview. In this context, Clapper was responding to assertions that intelligence officials had misrepresented Trump as a Russian agent. His statement explained that Obama had directed the intelligence community to assess Russian interference in the elections, not to fabricate accusations against Trump.
The second quote, often presented alongside the first, stems from a July 2018 CNN interview. Here, Clapper remarked that Obama’s decision to order the 2017 Intelligence Community Assessment (ICA) “set off a whole sequence of events,” which he linked to Mueller’s subsequent investigation. Crucially, Clapper did not state that Obama ordered Mueller’s probe or directed a plot against Trump.
These were separate developments. Obama requested an intelligence assessment on Russian election interference in December 2016 as part of a routine national security review. In contrast, Robert Mueller was appointed in May 2017 by Deputy Attorney General Rod Rosenstein, who served under the Trump administration.
The viral post distorts genuine, but dated, quotes from Clapper by stripping them of their original context and assembling them into a misleading narrative. While debates persist regarding the compilation of the 2017 Intelligence Community Assessment, there is no evidence that Clapper admitted Obama ordered a “Russia hoax” intended to frame Trump. The core of this claim relies on misrepresenting two separate investigations, a distortion that has been repeatedly disproven.
