On July 22, 2026, the U.S. House of Representatives voted on H.R. 7008, legislation titled the “Stop Insider Trading Act,” which aimed to restrict stock trading by members of Congress. The bill passed with a vote of 232-198. Notably, 198 Democratic representatives voted against the bill.

While it is true that a significant number of Democrats voted against this particular bill, their opposition was not solely due to a desire to permit congressional stock trading. Many who voted “no” stated that the bill was insufficient in its scope and contained loopholes that would undermine its effectiveness. They pointed out that the legislation excluded the U.S. president from the proposed trading ban.
