The Lincoln Memorial Reflecting Pool’s recent renovation has been marked by recurring issues, including algae blooms and peeling sealant, prompting claims of vandalism from President Donald Trump.

Trump has stated that vandals inflicted a significant gash on the pool’s bottom, with descriptions of its length varying. He suggested proof of this vandalism would be presented in court and detailed it on social media, describing it as numerous slashes over a substantial length.

In response to inquiries about evidence of vandalism, the Trump administration pointed to the Interior Department, a White House spokesperson’s public statements blaming vandals, and surveillance footage showing individuals near the pool’s edge. A White House press release also included a video that appeared to show a white line on the pool’s surface.

An examination of publicly available information regarding the pool’s renovations, any reported arrests, and the nature of algae blooms and coating failures has been conducted.

The Reflecting Pool has a history of foundational problems dating back to its construction in the 1920s. Leaking pipes meant to manage filtration and water levels were not addressed in the recent renovations.

Two construction firms with connections to Trump were awarded contracts for the work without competitive bidding. Atlantic Industrial Coatings, which had previously worked on a Trump golf property, received a $14.7 million contract for applying a blue sealant and repairing expansion joint seals. Green Water Services, owned by an individual who contributed to a Trump campaign committee, was awarded a $1.7 million contract for water purification system upgrades.

The pool reopened on June 6th, but within a week, the water turned green due to an algae bloom, obscuring the new blue coating. Algae thrives in shallow, stagnant, sun-exposed water, and algae overgrowth is a persistent challenge for the monument. Experts have noted that completely eliminating algae in the Reflecting Pool is unrealistic. National Park Service personnel are currently treating the water to manage the algae.

Concerns about the new coating emerged prior to the vandalism allegations. In May, Interior Department staff observed defects in the blue coating, such as bubbling and small holes. The pool features a polyurea coating, a rubber-like material.

Aquatic systems consultants have expressed skepticism about the possibility of significant damage to a polyurea coating from a knife, suggesting that any such impact would likely be superficial. While water infiltration from a cut could lead to peeling, no visible gash was observed by a reporter, nor could authorities pinpoint one. The alleged gash is also not apparent in available surveillance footage.

The claim that vandals might have introduced fertilizer to cause the lining to peel has been met with doubt, as polyurea is chemically resistant, and the pool’s size would likely mitigate the effect of non-industrial quantities of such substances. A common cause of polyurea coating failure is inadequate preparation of the surface, such as insufficient drying of the concrete, which can lead to peeling as vapor pressure builds between the sealant and the concrete.

Regarding arrests, the White House reported that seven people were cited, seven arrested, and 18 vandalism reports were filed. However, specific arrest records were not provided when requested.

One individual, Davey Hearn, a three-time Olympian, stated he was arrested and charged with a misdemeanor for destruction of federal property. He claimed he reached into the pool to feel a detaching lining and denied causing any damage, describing his swift arrest. His legal representative asserted that no crime occurred and that such accusations divert attention from the management of the project.

Trump has commented that damaging the pool is punishable by up to 10 years in prison. While federal law does allow for significant penalties for property destruction, legal experts suggest that the maximum sentence is typically reserved for cases involving substantial damage or concurrent larger crimes, making it unlikely for the alleged infractions.

The cost of the pool’s repair has been a point of contention. Trump initially estimated the renovation costs at around $2 million, but the total expenditures have exceeded $16 million. He has also made comparisons to the cost of pool repairs under previous administrations. Trump claimed that the Obama and Biden administrations spent over $100 million on the Reflecting Pool with unsatisfactory results. Records indicate the Obama administration replaced the basin and water circulation system for $35 million. The Biden administration has not undertaken major repairs. Further extensive repairs, which would involve draining the pool’s 6.5 million gallons, are scheduled to occur after the 250th anniversary of the Declaration of Independence celebrations.
