An examination of Waze’s terms of use confirms that Israeli courts and laws are indeed referenced as governing the app’s legal matters. The app was established in Israel in 2008 and later acquired by Google in 2013. Reports indicate that some of Waze’s co-founders have a background in the Israeli military.

However, there is no verified evidence to support the assertion that the Israeli government, its military, or officials utilize Waze for user surveillance. A Google spokesperson has explicitly denied such claims, stating they are “completely false” and affirming that user data is protected under strict privacy policies. The spokesperson also noted that it is standard industry practice for terms of service to stipulate that disputes are handled by courts in the country where the app developer is headquartered, a practice Waze has followed since its inception.

Waze’s terms of use do state that they are governed by the laws of Israel and that any disputes will fall under the exclusive jurisdiction of the competent court in the Tel Aviv district. The terms also identify Waze as a company incorporated and operating under Israeli law, with its headquarters listed in Tel Aviv. Contrary to some social media posts suggesting recent changes, archived records indicate these provisions have been part of Waze’s terms since its founding in 2008.

The claim that former members of the Israeli military founded Waze is also supported by reports, with Uri Levine, Ehud Shabtai, and Amir Shinar, who reportedly served in the Israeli military, being credited as co-founders.

While the terms of service and the background of the founders are accurately reflected in some of the claims, the central allegation regarding government surveillance remains unsubstantiated.
